About PH&S

The Policy Center for Public Health & Safety, a 501(c)(4)was founded to address the challenges facing law enforcement, regulators, cannabis investors & operators as well as financial intitutions. Our mission is to facilitate credible dialogue to identify potential solutions for key regulatory operatives who have the ability to responsibly address issues impacting the United States and international markets. PH&S’ work and primary areas of focus include;

-Anti money laundering

-Public health & safety

-Consumer protection

-Rule of law

The PH&S Foundation, a sister organization, is a 501c3 dedicated to public education on matters revolving around cannabis and hemp. Further the foundation, PH&S administers the certification initiative.

This initiative has been established to be independent of the industry in order to deliver credible outcomes for policymakers. In turn, certified operations represent the highest levels of adherence to public health and safety protocols and legal compliance with financial service providers.

Fred Niehaus, Chairman

Fred Niehaus is CEO of Interactive Global Solutions, an public policy consulting firm which operates globally. He has C-suite experience in leading teams responsible for business development and strategy implementation and possesses the strategic ability to utilize global relationships and business experience as a key discriminator in advocacy.

Previous experience has included serving as a Global SVP for First Data Corporation and the Western Union Company as well as working for two Governors in an economic development capacity.

Sundie Seefried

Sundie Seefried is the CEO of Safe Harbor Financial, , a new cannabis banking company which is a publicly traded entity (NASDAC)

For the past 20 years, Sundie has served as the CEO of Partner Colorado Credit Union & Safe Harbor Services, LLC, located in Denver Colorado.  

In 2014, she designed a full scope Cannabis Banking Program known as the Safe Harbor program which has withstood the scrutiny of 15 Federal and State exams to date.

She regularly provides cannabis banking education to legislators, regulators, attorney’s generals, state officials and financial institutions and has established herself as an expert on the topic; having her program featured in the NY Times Magazine, January 2018.  She is on a mission to normalize banking for the cannabis industry while assisting law enforcement and federal agencies be more effective at combating illicit activities and protecting the financial system. 

To share her knowledge, she authored the book ‘Navigating Safe Harbor – Cannabis Banking in Uncertain Times’ in 2016, as well as contributing an entire chapter on cannabis banking in the newly released university textbook, The Politics of Marijuana: A New Paradigmby Timothy McGettigan; both available on Amazon.

Lewis Koski

Lewis Koski is the Chief Operating Officer of Metrc, the leading solution for cannabis governance. Before joining Metrc in 2019, Lewis ran his own consulting firm where he helped government agencies developing cannabis policies. Prior to that, he served as the director of the Colorado Marijuana Enforcement Division and helped build the first U.S. state agency to develop and implement medical and adult-use cannabis regulations. Lewis holds a doctoral degree in public policy from Walden University and serves on the advisory board of The Policy Center for Public Health and Safety (PH&S).

Richard Carleton

Richard Carleton was appointed CEO of the Canadian Securities Exchange in July 2011. During his tenure, Richard and the CSE team led a re-capitalization of the exchange in 2012-2013 and established relationships with key influencers in the Canadian securities industry and beyond. These efforts positioned the exchange to take a leading role in the provision of public capital to entrepreneurial companies; from 2014 on, the CSE set a series of records for new listings, capital raised by issuers, and trading turnover. An early advocate for the cannabis industry, the CSE is now the global exchange leader in the listing of issuers in the space. Recognized by the Financial Post Magazine as one of Canada’s “25 Cannabis Industry Power Players”, and a recipient of the American Trade Association’s “Captain of Industry” Award in November 2018, Richard is a frequent speaker on early-stage company finance issues around the world.

A member of the Law Society of Upper Canada since 1987, Richard is a graduate of the University of Ottawa (B.A. ’81) and the University of Toronto (LL.B. ’85). He has also completed the executive development program at the Wharton School, University of Pennsylvania.

Richard also serves on the Board of Directors of Safe Harbor Financial.

Jahna Lindemuth

Jahna Lindemuth

Jahna served as Alaska’s Attorney General under Governor Bill Walker from August 2016 to December 2018. In addition to representing the state on all legal matters during her tenure and leading the state’s public safety initiatives, Jahna served on the National Association of Attorneys General (NAAG) executive board and the Conference of Western States Attorneys General (CWAG) executive board. She also co-chaired the NAAG Marijuana Working Group and the NAAG Federalism Committee. As a non-partisan state AG, she developed strong relationships with both Republican and Democrat AGs. As state attorneys general undertake more investigations and bring more litigation, Jahna helps clients navigate consumer protection, data privacy and other policy issues nationwide.

Jahna is also an experienced trial attorney. Before serving as Attorney General, Jahna was in private practice for eighteen years at an international law firm, representing clients in complex commercial disputes and serving as the Anchorage office’s managing partner for eight years.
